The CEPS Carbon Market Forum Task Force on the EU ETS Review Issues is the third initiative of the  CEPS Carbon Market Forum, a three-year umbrella programme for carbon market-related activities, which will provide a neutral space where policy-makers and regulators can meet carbon market stakeholders to discuss carbon market regulation, and general policy issues. The CEPS Carbon Market Forum is headed by Andrei Marcu.

Among the contributions made by this TF we can count:

• In response to the European Commissions invitation for Public Consultation (July 25th, 2012) “on review of the auctioning time profile for the EU Emissions Trading Scheme” a submission on back loading was made on October 5th, 2012.
• The EC issued a package on November 14th (including a "Proposal on back loading" and a "Report on the state of the carbon market in 2012"), the CEPS CMF addressed this with a submission on EU Structural Options (February 28th, 2013)
• Subsequently, a request for submissions and a public consultation process (March 1st and April 19th) was launched by the EC. The CEPS CMF participated and presented at the first consultation meeting on March 1st, 2013.

Upcoming publications will include a Special Report on the European Commissions "Report on the state of the carbon market in 2012" and a paper on the potential costs of not having the EU ETS. A full-day meeting in Brussels is also planned on the 18th of April 2013 to review both those projects and look forward at the possible changes that will be made to the EU ETS.
